I've got to be honest, I'm not sure I like the header. With it being a scanned in drawing, I think it looks a bit amateurish on screen. Great idea, but I think it needs doing properly as a digital image.
I like the development that you've done with this design. The digital header is a lot better than your scanned one but hasn't changed too much with the transition, which shows your capabilities.
One thing I will note is the size of your paragraphs of text. For users to be 'bothered' to read them, I think you need to make them a bit narrower so that users can scan text more easily.
Your text is a lot better now you've aligned it with your banner, you've reduced the width of the paragraph which therefore reduced the 'chunkiness' of the text. This will enable your target audience to read the information with ease!

I am sure that the scanned header is only temporary [crosses fingers].
One thing I have noticed right away is how you have made a direct reference to the "index" page.
Not wanting to generalise but the target audience is not going to understand that.
There are certain conventions which we are going to have to adhere to for this project due to the target audience.
With regards usability, consistency is very important not only within your own site but also following the path laid out by designers before you.
Just something to think about.
